When you move in, power is usually still connected – you transfer the contract to your name. In Oslo the grid is owned by Elvia; if you don't choose a supplier, Elvia bills you, and that is not necessarily the cheapest option. Compare suppliers with the Consumer Council's free strømpris.no (Norwegian). Prices are higher in winter; most homes have smart meters.
